Procurement in the Philippines increasingly asks for documentation before it asks for price, particularly on institutional and locator projects where the equipment has to survive a third party audit. Zone delivery is a different commercial exercise from a Metro Manila drop, and the difference is tax treatment. Standard sales to VAT registered buyers carry 12 percent VAT.
